Community Development Block Grant Program (CDBG)
The County of Santa Barbara is the lead agency in the Santa Barbara Urban County Partnership (Urban County) formed with the cities of Buellton, Carpinteria, Lompoc and Solvang. The Urban County receives Community Development Block Grant (CDBG) funding annually that is distributed among the member jurisdictions. The U.S. Department of Housing and Urban Development (HUD) has established the following three national objectives under the CDBG Program:
1. Benefiting low and moderate income households
2. Eliminating slums and blight
3. Meeting an urgent need in the case that existing conditions pose an immediate threat to the health and welfare of the community
Projects and programs funded through the CDBG Program, in addition to meeting the national objectives, must also qualify as an eligible activity, and meet a local priority established in the Urban County Consolidated Plan.
CDBG funds are made available annually through a Notice of Funds Available (NOFA) application process. Through the NOFA, funds are awarded to CDBG eligible projects and activities that address the priorities established in the Consolidated Plan. An Action Plan is prepared annually and articulates how the Urban County proposes to spend the federal funding order to meet the local priorities and objectives consistent with CDBG statues and regulations.
