Homeless Assistance Programs


The Housing and Community Development Division (HCD) administers two federal grant programs dedicated to addressing the needs of the area homeless population: the Continuum of Care (CoC) Program and Emergency Solutions Grants (ESG) Program.



CoC Program


The CoC Program is designed to promote communitywide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promote access to and effect utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness.


Acting as the Collaborative Applicant for the Santa Maria/Santa Barbara County CoC, HCD annually applies to the U.S. Department of Housing and Urban Development (HUD) for funding to support local homeless assistance projects. This application for federal funding for permanent and transitional housing and services for homeless brings over $1.4 million annually to Santa Barbara County. 


FY 2013 – FY 2014 CoC Program Competition

HUD issued the Notice of Funding Availability (NOFA) for the FY 2014 and FY 2014 CoC Program Competition on November 22, 2013.  Please visit the HUD Exchange for more information on the CoC Program and the FY 2013 – FY 2014 CoC Program Competition.  HCD, on behalf of the County as the Collaborative Applicant for the Santa Maria/Santa Barbara County CoC, prepares the consolidated application to the annual CoC Program Competition.


The FY 2014 CoC Program Competition opened on September 16, 2014. The NOFA for the FY 2014 Funds in the FY 2013 – FY 2014 CoC Program Competition, released on September 16, 2014, establishes the funding criteria for the FY 2014 CoC Program Competition.

ESG Program


The ESG program provides funding to: (1) engage homeless individuals and families living on the street; (2) improve the number and quality of emergency shelters for homeless individuals and families; (3) help operate these shelters; (4) provide essential services to shelter residents, (5) rapidly re-house homeless individuals and families, and (6) prevent families/individuals from becoming homeless.

10-Year Plan to End Chronic Homelessness


In a significant effort to addresses chronic homelessness in the area, HCD participated in the development of the 10-Year Plan to End Chronic Homelessness.  The Plan was created under the supervision of a Leadership Council made up of local elected officials, community leaders, members of local non-profits providing emergency shelter, transitional housing, and permanent supportive housing, along with advocates for the homeless and those experiencing homelessness.  Click here to view the 10-Year Plan.
