Homeless Assistance Programs
The Housing and Community Development Division
(HCD) administers two federal grant programs dedicated to addressing the needs
of the area homeless population: the Continuum of Care (CoC) Program and
Emergency Solutions Grants (ESG) Program.
The CoC Program is designed to promote communitywide
commitment to the goal of ending homelessness; provide funding for efforts by
nonprofit providers, and State and local governments to quickly rehouse
homeless individuals and families while minimizing the trauma and dislocation
caused to homeless individuals, families, and communities by homelessness;
promote access to and effect utilization of mainstream programs by homeless
individuals and families; and optimize self-sufficiency among individuals and
families experiencing homelessness.
Acting as the Collaborative Applicant for the
Santa Maria/Santa Barbara County CoC, HCD annually applies to the U.S.
Department of Housing and Urban Development (HUD) for funding to support local
homeless assistance projects. This application for federal funding for
permanent and transitional housing and services for homeless brings over $1.4
million annually to Santa Barbara County.

10-Year Plan to End Chronic Homelessness
In a significant effort to addresses chronic
homelessness in the area, HCD participated in the development of the 10-Year Plan to End Chronic
Homelessness. The Plan was created under the supervision of a
Leadership Council made up of local elected officials, community leaders,
members of local non-profits providing emergency shelter, transitional housing,
and permanent supportive housing, along with advocates for the homeless and
those experiencing homelessness. Click here to
