Housing and Community Development

Grants Administration

As administrator of housing and community development programs, the Grants Administration Section’s mission is to:

  • Address the broad spectrum of the community's diverse housing needs;
  • Increase housing opportunities throughout the County's five Housing Market Areas (HMA's) by expanding the supply of affordable housing, including new and rehabilitated family rental housing and first time homebuyers' second mortgage assistance;
  • Develop sufficient funding resources through federal grant programs and other resources to provide a wide range of housing opportunities;
  • Work collaboratively with the community at large to develop community development programs that address the needs of low and moderate income families and individuals;
  • Provide technical assistance to developers of affordable housing projects and local service providers;
  • Provide education to citizen groups, members of the development community, and others interested in the provision of affordable housing and community development opportunities; and
  • Allocate funding to local agencies through an open and transparent Notice of Funding Availability (NOFA) process annually.

The Grants Administration Section administers the following federal grant programs

Community Development Block Grant Program (CDBG)

HOME Investment Partnerships Act Program (HOME)

Local funds, known as Housing Trust Funds, may also be utilized to fill funding gaps for affordable housing projects.
