Linda Penny, RN - Regional Clinic Manager

Linda has over 29 years in the field of Nursing.  She joined Santa Barbara Public Health Department in September of 2000 as a Supervising Nurse.  Linda was promoted as a Regional Clinic Manager in early 2005.


As a Regional Clinic Manager, she currently oversees Santa Maria Health Care Center, Santa Maria Women's Health Care Center, New Cuyama Health Care Center and the Health Care center located at Good Samaritan Homeless Shelter. 


Linda is committed to her staff and patients.  You may often times find her   collaborating with various Community Resources during Health Fairs in an effort to promote a Healthier Community.

Dr. Lester Reffigee received his bachelors of science from The University of Michigan.  He then moved to Chicago where he completed medical school and residency training at The University of Illinois.  Dr. Reffigee worked in private practice in Chicago for almost 3 years before deciding to relocate to California.


“It was a cold, snowy winter’s day when I realized it was time to make those California dreams a reality.”  He has worked for The Santa Barbara Public Health Department for 4 years and continues to enjoy serving the Santa Maria community.  “I am still very grateful for the opportunity to be a part of the miracle of birth”.

Carolyn Griffith M.D., FACOG


Dr. Carolyn Griffith received her degree in biochemistry from the University of California at San Diego. She attended Medical school at the University of   Southern California where she graduated on the Dean’s Honor list. Dr. Griffith worked in private practice in Santa Barbara for nine years, practicing out of both Goleta Valley and Cottage Hospitals. In 1998 she was selected as Physician of the Year for the Cottage Health System.


Dr. Griffith has worked for the Public Health Department since 2002. She is married and has three sons. Dr. Griffith enjoys all aspects of women’s health, and especially cherishes the opportunity to be a part of the birth process.

Nora Lewis, CNM


Nora Lewis is a Certified Nurse Midwife. She is a native of Santa Barbara, who attended Humboldt State University (BSN, 1973) and the University of Mississippi (CNM, 1976). She has practiced in a variety of clinical settings including Indian Health Service on the Navajo and Sioux reservations, LA County/USC, and private practice.

Kathryn Reid, CNM


Kathryn Reid is a Certified Nurse Midwife and Women’s Health Nurse Practitioner. She received her Bachelor of Science in Nursing at the University of Michigan in 1978.  University of Illinois, MSN in 1982.


I have done home births, birth center births and hospital births. I worked at USC-LAC Hospital in the mid 1980’s. I stopped attending births in 1999. I have been with SBCPHD since Sept, 2008.


I provide prenatal and postpartum care and see patients for annual exams and Paps and for minor gynecological problems. I enjoy the patients here in our center and try to encourage them to be as healthy as they can be through diet and lifestyle changes.


When I’m not working I enjoy hiking and yoga, movies, good food and travel.
