Jeanie Sleigh

Jeanie Sleigh M.S.- Lompoc Health Care Center Administrator

Jeanie Sleigh was born and raised in South Dakota and Nebraska.  She completed her undergraduate education and received her Master of Science Degree in Community Counseling from the University of Nebraska, Kearney in 1991.  She is a Licensed Mental Health Practitioner and Certified Alcohol and Drug Abuse Counselor II.  

She spent the first 29 years of her career in various Mental Health and Substance Abuse settings including forensic, private, public and non-profit programs where she focused her efforts on program development, training, quality improvement and administration.  She has spent several years serving as a consultant for mental health, forensic and substance abuse organizations assisting in developing and implementing programs and evidence-based practices in organizational settings.  Jeanie’s call to Public Service brought her to Santa Barbara County Alcohol Drug and Mental Health Services in 2002.  

In June, 2013, she was given the opportunity to venture into Primary Care, serving as the Lompoc Health Care Center Administrator.   She feels honored and privileged to be working with the outstanding and dedicated staff of the LHCC in service to the Lompoc Community and looks forward to doing so for many years to come.  She and her husband reside in Lompoc.  They have four grown children residing in Texas, Colorado, Nebraska and San Francisco.

Edith Foley, M.D. - Internal Medicine

Dr. Foley graduated from Loma Linda University Medical Center in 1998 and was elected into the Alpha Omega Alpha honor medical society.  She completed an internal medicine residency at Loma Linda University Medical Center in 2001 with an emphasis in primary care.  She then served as chief medical resident at the Jerry L Pettis Veterans Hospital from 2001 to 2002.  She obtained board certification from the American Board of Internal Medicine in 2001. 

Before moving to Santa Barbara County she worked at Kaiser Permanente in Riverside.  She joined the team at the Lompoc Health Care Center in April of 2008 and looks forward to many years of practice with the Public Health Department.


Dr. Gregersen, M.D.

Howard Gregersen, M.D. - Internal Medicine 

Dr. Howard Gregersen was raised in Northern California and educated in the public school system.  He earned his undergraduate degree at the University of California- Berkeley.  He then earned his medical degree at St. George’s University School of Medicine.  He completed his residency in Internal Medicine in New Jersey.   

Dr. Gregersen came to the Lompoc in 1994 and he has enjoyed living in the community and practicing medicine here since that time.   Dr. Gregersen also enjoys spending time with his brothers and sisters, watching his five nephews grow up.  He’s has especially enjoyed seeing one of his nephews become a West Point Graduate and establish a military career following  in the footsteps of Dr. Gregersen’s father.   



Dr. Guerra, M.D.

Robert Guerra, M.D. - Internal Medicine
Dr. Robert Guerra was born and raised in California.  He was educated in the California public school system.  Dr. Guerra graduated from Cal State University Long Beach and UCLA School of Medicine.  He completed his residency training through UC San Francisco Internal Medicine Program.    He also completed additional training in Geriatric Medicine through UCSF at the Veteran’s system in Fresno.  He is Board Certified in Internal Medicine.  

Dr. Guerra spent twelve years in private practice in Fresno and then in Lompoc before transitioning to the Public Health Department Lompoc Health Care Center.  He has been a staff physician at the LHCC for the past 10 years.  Dr. Guerra has been married to his wife for 28 years.  They have two boys – one serving in the United States Air Force and one finishing college. 




Herminio Franquiz, Jr. PA–C

Herminio Franquiz, Jr. PA – C
Herminio was born in Puerto Nuevo, Puerto Rico. He served in the United States Army from 1969 – 1972 and is a veteran of the Vietnam War. In 1973, he earned a Bachelor of Science Degree in Psychology from the University of California – Santa Barbara. He then enrolled in graduate school at UCSB, earning a Master of Arts Degree in Counseling Psychology in 1975. Herminio later chose to pursue his Physician Assistant license and earned his Bachelor of Science degree from City University of New York in 1981 attending The City College campus.

Herminio’s practice has included 12 years of emergency medicine, 10 years of surgery (orthopedic and reconstructive) and 2 years of Adult Medicine in Maryland. Herminio joined the Lompoc Health Care Center team in 2015 where his practice includes Adult Primary Care and Adult Urgent Care.

When he is not working, Herminio enjoys skiing, traveling and reading historical novels.


Jose Chavez, P.A. - Family Practice
Jose Chavez attended Lompoc High School, playing soccer all four years for the Lompoc Braves.  He graduated with honors in 1994.   Jose began his career with the Lompoc Health Care Center as a Medical Assistant.  After earning a degree in biology, he went on to Cal-State - Long Beach to become a Registered Respiratory Care Practitioner, completing medical residencies at hospitals including Martin Luther King Trauma  Center, Cedar Sinai Hospital, City of Hope Cancer Center,  Clinica Para la Mujer (Mexicali Baja California, Mexico) and others.   

Jose worked for ten years at the Lompoc Hospital Cardiopulmonary Medicine Department in the Intensive Care Unit with emphasis in pulmonary life support.  He worked for Cottage Hospital Neonatal and Marian Medical Center Cardiopulmonary Departments.  Jose went on to receive his Physician Assistant education at Loma Linda University.  

He then returned to his beloved Lompoc community to work at the Lompoc Health Care Center where he provides urgent and primary care to Adult patients.  Jose is married and has four children.  He is very proud to see his children grow up in this great community.  

When he is not working, Jose loves to garden and still plays soccer.

Dr. Andrew Frerking, DO

Dr. Andrew Frerking, DO
Dr. Frerking was born in Chicago, Illinois and grew up in Ohio. He completed his undergraduate education at George Washington University in Washington, D.C., where he received a Bachelor of Arts in Anthropology with interest in Medical Anthropology in 2007. During his undergraduate studies, Dr. Frerking spent several months doing a research project in Oaxaca, Mexico where he became fully bilingual learning to speak Spanish. He later lived abroad in Chiba Prefecture in Japan where he studied and became fluent in Japanese, making him trilingual.

Dr. Frerking entered a post-baccalaureate program at Dominican University in Oak Park, Illinois, a suburb of Chicago. During that time he worked as an assistant to a Pediatric Occupational Therapist.

Dr. Frerking attended Medical School at Kansas City University of Medicine and Bioscience – College of Osteopathic Medicine in Kansas City, Missouri. KCU was also his mother, father and grandfather’s alma mater. During his last two years of Medical School, Dr. Frerking participated in DOCARE, an international medicine group that provided healthcare annually in Guatemala. He completed medical school receiving his Doctor of Osteopathic Medicine degree in 2014.

Dr. Frerking did his residency at Harbor UCLA Family Medicine in which he was trained in full spectrum family medicine. His passion is treating underserved populations and doing Osteopathic Manipulative Therapy.

Dr. Frerking joined the Lompoc Health Care Center team in 2017 with a desire to serve the patient population and an appreciation for all the Lompoc Valley offers as a community.

Dr. Frerking and his wife have one daughter who keeps them delighted and busy. When he is not serving the needs of the LHCC patients, he enjoys traveling, cooking, playing guitar and trying to catch his toddler as she runs around the house!

Dr. Martha (Viviana) Martinez

Dr. Martha (Viviana) Martinez
Dr. Martinez was born in Mexico City, Mexico and raised in Northern California. She completed her undergraduate education at California State University – Sacramento. Following obtaining her undergraduate degree, she went on to complete her medical school education at the University of California – Irvine School of Medicine. Dr. Martinez studied in a dual-degree program earning both her M.D. and also earning a Master’s Degree in Public Health at California State University – Long Beach. She completed a Family Medicine residency at White Memorial Medical Center in East Los Angeles in 2013. Following residency, Dr. Martinez worked in several clinic settings until she found her professional home at the Lompoc Health Care Center. Her practice at LHCC includes Adult Primary Care and Women’s Health.

Pediatric Providers

Dr. Ramalingam, M.D>

PN Ramalingam, M.D. - Pediatrics
Dr. Panangattur Ramalingam was born and educated in India.  He attended Pre-Medical school at Loyola College in Madras, India and received a diploma in Child Health from the Children’s Hospital Institute of Child Health at the University of Madras, India.   Dr. Ramalingam served as a House Surgeon and Senior House Surgeon from 1966 – 1968.  He completed his Internship and Residency in Pediatrics at State University Hospital, Kings County in Brooklyn, New York where he also served as Chief Resident in Pediatrics from 1972-1973.  From 1973-1974, Dr. Ramalingam was a Clinical Instructor for the Pediatric Outpatient Clinic at Kings County Hospital and he achieved Board Certification in Pediatrics in 1974.  In 1975 he moved to Lompoc and was in Private Practice Pediatrics for two years before coming to the Santa Barbara County Public Health Department in June, 1997.  

Dr. Ramalingam has been a Staff Pediatrician at the Lompoc Health Care Center since that time and has provided outstanding care to thousands of pediatric patients.

James Williams, M.D. - Pediatrics
Dr. Williams received his medical degree from the University of California Irvine, and residency training at the U.C.I Medical Center, Orange, CA and St. Louis University, St. Louis, MO.  He served in the U.S. Army Medical Corps in Tehran, Iran.  His practice experience includes Children's Hospital Oakland and San Francisco General Hospital.  He was also medical director for the Child Abuse Crisis Center at the Harbor-U.C.L.A. Medical Center.  

In February 2008, he joined the Santa Barbara County Public Health Department, which he enjoys very much.

Gowthamy Balakumaran, M.D. - Pediatrics
Dr. Gowthamy Balakumaran was born and raised in Sri Lanka.    It was there that she earned both her undergraduate and her medical degrees.   She began her residency in Pediatrics in Sri Lanka until she came to the United States in 1995.  She completed a Pediatric Residency in Los Angeles County at the University of Southern California Medical Center.  She earned Board Certification in Pediatrics.  Dr. Balakumaran then worked as a staff Pediatrician for Kaiser Permanente in Los Angeles County until moving to Lompoc in 2006.  It was then that she joined the Public Health Department as a Staff Pediatrician, later becoming a Contracted Pediatrician.  

She loves children and her work with the Lompoc and other PHD Health Care Centers.  Outside her love of Pediatric Medicine, Dr. Balakumaran enjoys gardening and frequently brightens up the Lompoc Health Care Center not only with her cheerful demeanor, but also with her beautiful home grown flowers! 

Rani Kokatnur, NP small pic

Rani Falconer, N.P. - Pediatrics
Rani Falconer, N.P. began her career after graduating from Duke University in 1980 with a Bachelor of Science in Nursing.  She joined the U.S. Air Force in 1981, serving as a Staff Nurse for six years before becoming a Nurse Educator.  In 1991, she was selected to attend the Air Force Pediatric Nurse Practitioner Program, finally encountering her true calling.  During her next ten years, she continued as a PNP, moving to three more bases, serving also as a Flight Commander, a Clinic Director and managing the hospital's Asthma program at Langley AFB before retiring as a Lt. Colonel in 2001. 

Having always planned to return to Lompoc, Rani was delighted to accept a position as a PNP at Sansum Clinic in 2001, where she continued until 2009.  That May, she happily joined the Pediatric Staff at the Santa Barbara County Public Health Department's Lompoc Health Care Center.  

Rani's credentials include a Master of Arts in Education from George Washington University, she is a nationally certified Asthma Educator and she is working hard to become proficient in speaking Spanish.

Nancy Nudell, M.D. - Pediatrics
Dr. Nudell graduated from UCLA School of Medicine and then did her internship and residency in Pediatrics at Children's Hospital of Los Angeles and Harbor-U.C.L.A. Medical Center.  After finishing her training she moved to Santa Barbara California where she was in private practice at the Children's Medical Clinic of Santa Barbara.  Afterwards, she joined the Santa Barbara County Public Health Department and has been practicing pediatrics in its various clinical branches for over twenty years. 

She is married to a physician and has three children, two of whom are presently in medical school. 

Dr. Annette Ndagano

Dr. Annette Ndagano
Dr. Annette Ndagano was born and raised in Uganda. She was educated in Uganda and immigrated to the United States to pursue further studies in medicine. She completed her Pediatric Residency at Mercy Hospital, University of Pittsburgh Medical Center in 1997.

Dr. Ndagano spent 10 years working for a private medical group in Pittsburgh, PA, then moved to northern California where she spent 7 years working at Lassen Medical Group as a Staff Pediatrician.

Dr. Ndagano joined the Santa Barbara County Public Health Department – Lompoc Health Care Center in August of 2015, where she is a Staff Pediatrician.

Dr. Ndagano is a mother of two sons and one daughter.

Women's Health Providers


Julianne McGandy, N.P. - Women's Health

Julianne McGandy, N.P. has been a Nurse since 1977.  She received her associate degree as a Registered Nurse from Palomar College in San Marcos, CA.  She moved to Santa Maria in 1983 and worked in Labor & Delivery at Valley Community Hospital.  She  worked with Dr. Michael L. Wyatt, MD (OB/GYN) in Santa Maria.  In 1995, she received her Women's Health Nurse Practitioner Certificate from Planned Parenthood Federation of America in collaboration with U.C.S.F.  She became Board Certified as a Women's Health Nurse Practitioner in 1996.  In 2004, she received her Bachelor of Science degree in Nursing from Holy Names University in Oakland.  She has been with the Santa Barbara County Public Health Department since March 2006. 

Julianne McGandy N.P. considers it a privilege to serve the community Lompoc.  She strives to educate her patients on the importance of health care maintenance.

Lawrence Bines, M.D. - O.B.G.Y.N

Dr. Lawrence Bines completed his undergraduate degree at the University of Wisconsin in Milwaukee, Wisconsin. He graduated medical school from the Medical College of Wisconsin. He completed his residency in Houston, Texas at St. Joseph Hospital; a University of Texas affiliated hospital where he received his Obstetrics and Gynecology license. Dr. Bines came to work for the Public Health Department in September, 1991. He splits his time between the Lompoc Health Care Center, Carpinteria Health Care Center, Franklin Health Care Center and the Santa Barbara Health Care Center. He thoroughly enjoys practicing general and OB/GYN medicine.
