Judy Stebbens, Health Care Administrator

Judy is the Health Center Administrator for the Franklin and Carpinteria Health Care Centers and provides management support for the Franklin Heath Care Centers at Casa Esperanza and Rescue Mission.

With over 25 years of medical management experience in primary care settings, working for the County of Santa Barbara for the previous 3 years has provided a wonderful and rewarding opportunity to work with the most underserved in the community.

She states: “Our focus is on customer satisfaction and providing the highest quality medical care to the patients we serve”

 In her spare time, she enjoys gardening, hiking, home renovation projects and spending time with her husband, their children and extended family and friends.

Duane DeAmicis, NP - Primary Care

Douglas Duncan, M.D. - Primary Care

Dr. Douglas Duncan graduated from: Texas A & M University, Summa Cum Laude in 1976 majoring in Psychology. He attended Medical School at the University of Texas and graduated in 1980. He completed his first residency at UC Irvine in Family Medicine in 1983 and then in Occupational Medicine in 1984. He then received his MS in Public Health from UCLA in 1986. Dr. Duncan then enlisted in the USAF and received his fellowship in Aerospace Medicine in 1987. He served his country as a Flight Surgeon from: 1987 to 2013 and was deployed to Bagdad in 2010 for a tour of duty.

 His love of medicine and aviation resulted in his time in the private sector as:

         Flight Surgeon for United Airlines: 1985-1989 and 2001

         Flight Surgeon, Northrop B2 Bomber project: 1989-1992

         Urgent Care Physician: 1984-2000

         Westside Neighborhood Clinic: 2002-2008

         California Department of Corrections and rehabilitation: 2009-2016

 Dr. Duncan enjoys living and working in beautiful Santa Barbara County and helping families to improve their health and quality of life. He is married,  has 2 wonderful children and a beautiful, precocious granddaughter.

Rea Goumas, M.D. - Pediatrics

Dr. Goumas attended elementary through high school in Santa Barbara.  She received her B.A. in Biological Studies in 1980 from the University of California, Santa Barbara where she received numerous awards for her scholastic achievements.  She attended medical school at the University of California, San Francisco School of Medicine.  She interned at Children's Hospital of Los Angeles Pediatrics and University of California San Francisco Department of Pediatrics.

She is diplomat of the American Board of Pediatrics, a fellow of the American Academy of Pediatrics and a member of the California Medical Association.  She has served as chairman of the Department of Pediatrics at Sansum.

After practicing in the Bay area for 3 years, Dr. Goumas returned to her roots in Santa Barbara as a Pediatrician for Sansum where she practiced for 18 years.  She joined the Santa Barbara County Public Health Department in June of 2008 as the medical director for the Children's Medical Services Program and part-time Pediatrician at the Franklin Health Care Center.

She believes working with CMS (California Children Services and California Child Health Development Programs) help provide care to a large number of the most needy of pediatric patients.  Dr. Goumas believes "It is easier to build a child than to repair an adult."  In her spare time she enjoys cooking, folk dancing, art and spending time with her girls.


Kristen Hughes, M.D.- Pediatrics

Dr. Hughes graduated summa cum laude with her BS in Biology at Westmont College in Santa Barbara in 2004. She graduated medical school from Loma Linda University School of Medicine, followed by pediatric residency at Loma Linda University Children's Hospital. She served as faculty at Loma Linda University initially afterwards, before moving back to Santa Barbara. Dr. Hughes then practiced at Cottage Children's Medical Center for 4 years as a pediatric hospitalist. She joined the Santa Barbara County Public Health Department in February 2016, where she now serves as a part-time Pediatrician for Franklin and Carpinteria Health Care Centers.

In her spare time she enjoys various outdoor activities including hiking, soccer, and paddle boarding. Her greatest joy is spending time with her family including her son and daughter. 



Rhonda Gordon, M.D.- Pediatrics

Dr. Gordon was born and raised in Hawaii, and graduated from Harvard College in 1992 with a degree in Environmental Geoscience.  She then attended UCLA School of Medicine, graduating in 1996 and continued at UCLA Children’s Hospital for her Pediatric residency training.

Before joining Santa Barbara County Public Health in July 2015, she had been a pediatrician in private practice for 16 years in Thousand Oaks.  She enjoys nurturing relationships with her patients and their families, and hopes to provide them with excellent and compassionate care each day.  She is very happy to have joined Public Health and enjoys being part of the community here.

In her spare time, she enjoys gardening, running, hiking and going to the beach with her husband and their two boys.

Lawrence Bines, M.D. - O.B.G.Y.N

Dr. Lawrence Bines completed his undergraduate degree at the University of Wisconsin in Milwaukee, Wisconsin.  He graduated medical school from the Medical College of Wisconsin.  He completed his residency in Houston, Texas at St. Joseph Hospital; a University of Texas affiliated hospital where he received his Obstetrics and Gynecology license.  

Dr. Bines came to work for the Public Health Department in September, 1991.  He splits his time between Carpinteria Health Care Center, Franklin Health Care Center, Lompoc Health Care Center and Santa Barbara Health Care Center.  He thoroughly enjoys practicing general and OB/GYN medicine.

Blanca Viramontes, NP

Blanca Viramontes-Bordas received her AA in nursing at Cerritos College and her Bachelor of Science in Nursing from Cal State, Dominguez Hills.  Blanca received her Nurse Practitioner license in Women’s Health from Harbor University of California, Los Angeles. She is a board certified Nurse Practitioner, is certified in Public Health Nursing and is a Registered Nurse.  Blanca is a member of NCC and Nurse Practitioner Women’s Health. 

 Blanca has worked at Planned Parenthood in Upland and Santa Barbara.  She has been working as a part-time provider in Women’s Health at the Santa Barbara County Public Health Department since 1994 as well as in private practice. 

 She enjoys assisting those who are in great need and are unable to obtain services at other institutions.  Blanca states, “I enjoy listening to my patient’s health concerns and working with my patients to resolve some of their issues”.

 Blanca enjoys walking, reading, skiing and spending time with her family when she is not meeting the needs of her patients.
