Groundwater Sustainability Agencies in Santa Barbara County

In Santa Barbara County, basins that are subject to the Sustainable Groundwater Management Act (SGMA) include all medium and high priority basins as defined by the State Department of Water Resources (DWR) that have not previously been adjudicated. Under SGMA, these basins are required to form a Groundwater Sustainability Agency (GSA) by June 2017, and once approved by DWR may begin the process of drafting Groundwater Sustainability Plans (GSPs).

On April 5, 2016 the County Board of Supervisors accepted Proposition 1, Sustainable Groundwater Planning Grant funding monies in the amount of $249,240 from DWR for GSA planning in the Cuyama Valley and San Antonio Creek basins. View the grant agreement work plan.

On December 6, 2016 the County Board of Supervisors recieved an update and consider GSA formation in groundwater basins subject to SGMA.

Cuyama Valley Groundwater Basin

The Cuyama Valley Groundwater Basin GSA is currently in the process of formation.  The GSA working group comprises: the County Water Agency, San Luis Obispo, Ventura and Kern, Cuyama Community Services District (CCSD), and a newly forming water district.

San Antonio Creek Valley Groundwater Basin

The San Antonio Creek Valley Groundwater Basin GSA is currently in the process of formation.  The GSA working group is composed of the County Water Agency, Los Alamos Community Services District (LACSD), Vandenberg Air Force Base (VAFB), and the Cachuma Resources Conservation District (CRCD).

Santa Ynez River Valley Groundwater Basin

The Santa Ynez River Water Conservation District (SYRWCD) is leading the formation of three GSAs, one for each of three sub-basins. The entities involved in the GSAs will be the SYRWCD, SYRWCD ID#1, cities of Buellton, Solvang, and Lompoc, Mission Hills CSD, Vandenberg Village CSD, and the County Water Agency.  

GSA formation documents have been filed with DWR for the Western Management Area and the Central Management Area.
